My form says 10–20 KB. Do I set a minimum?
Yes, type 10 in Minimum KB. The file is then never smaller than 10 KB: if needed, empty comment bytes are added inside the JPG, and the picture does not change.
Why is my photo still above 20 KB after I resized it in the gallery?
Gallery apps change the pixels but save at high quality and keep camera and location data. The tool drops that data and sets the JPG quality to fit the limit.
